Delmar Stuart Mitchell was born in Des Moines, Iowa on August 6, 1916. He graduated from San Bernardino High School (1933) before attending the University of Washington (between 1934-39). Mitchell served in the U.S. Army Combat Engineers (1944-46) prior to working as a draftsman for Frank Hope (ca. 1946). He joined the San Diego Chapter of the AIA in 1948 – the same year he became partner in Paderewski, Mitchell, Dean & Associate - and would serve as the organization's treasurer during the 1950s.

By August 1966, Delmar Mitchell was working for the Architectural Division of the County of San Diego‘s Department of Public Works – where among other projects, he designed the Imperial Beach Library (1966-67). His previous firm was renamed Paderewski, Dean & Associates.
